This year's contest revolves around the contents of the Labor Code dated November 20, 2019, the Law on Cadres and Civil servants dated November 13, 2008, the Law on Public Employees on November 15, 2010, the Law on Amendment and Supplementation of some articles of the Law on Cadres and Civil servants and the Law on Public Employees dated November 25, 2019 and documents instructing the enforcement; 04 programes for the city development were approved at the 11th Congress of the Ho Chi Minh City Party Committee, term 2020 - 2025. Action plan No. 08-CTrHD/TU dated July 6th 2021 of the Ho Chi Minh City Party Committee. on the implementation of the Resolution of the 11th City Party Congress on mass mobilization work. Plan No.1297/KH-UBND dated April 27, 2021 of the City People's Committee on implementing the organization of urban government in Ho Chi Minh City; contents related to the Provincial Governance and Public Administration Performance Index (PAPI) and provincial and governance performance index (PAPI), provincial competitiveness index (PCI), Public Administration Reform Index (PAR index), Satisfaction Index of Public Administrative Services (SIPAS) and the achievements of city's development.

This year's contest is divided into 2 groups, Group A includes union members, youths who are cadres, civil servants, public employees, employees under 35 years old working at government, unions and organization. Group B for the readers of Tuoi Tre Newspaper.

After 04 rounds of the qualifiers from October 30th to November 27th, the organization board selected 100 candidates from each group to participate in the final round. After the final round, 20 contestants with the highest scores of each group were selected to participate in the final round of the contest.

Dr. Nguyen Vinh Huy - Vice Chairman of Vietnam Notary Association and Founder of Thinh Tri Law Group was invited by the Standing Committee of Ho Chi Minh City Youth Union to attend in the examinar board for the final round and the end of the program and to award the 3rd contest "Understanding, propagating and contributing to the administrative reform plans" in 2021. The contest will be held at 8:00 am on December 19^th 2021 at the Ho Chi Minh City Youth Union Hall. (No. 01 Pham Ngoc Thach, Ben Nghe Ward, District 1, Ho Chi Minh city)
