On September 7, 2021, the People's Committee of Ho Chi Minh City issued Official Letter 2994/UBND-DT urgently on continuing to strengthen control measures in social distancing, including allowing some services to resume operations.

According to the newly issued official letter, the People's Committee of Ho Chi Minh City directs as follows:

- Continue to extend the time to implement the road permit issued by the city police during the time when the city implements social distancing according to Directive 16  to the end of September 15. In case there is a need to issue and exchange road permits, the units in charge and management of the subjects issuing road permits according to Dispatch 2800/UBND-VX  of the City People's Committee are responsible for recovering the old ones; synthesize and update the new list and send it to the City Police for replacement.

Regarding the groups of subjects allowed to circulate and control measures, follow the instructions of the City Police at Notice 3416/TBCATP-PV01 dated September 6, 2021.

- Allow the system of supermarkets, convenience stores, food stores; delivery team (shipper) within 1 district, Thu Duc city; Establishments producing and trading in pharmaceutical materials, drugs, medical equipment and medical supplies are allowed to operate from 6 a.m. to 9 p.m. daily to meet the needs of goods, necessities, and medicines for people.

- Assign the chairman of the People's Committee of District 7 and the People's Committee of Cu Chi district based on the actual situation in the locality to develop plans and implementation plans allowing people to go to the market once a week; report to the City People's Committee before 9/11.

- Open two points of gathering and transshipment of agricultural products and food at Binh Dien wholesale market and Hoc Mon wholesale market; At the same time, continue to maintain the operation and promote the efficiency of the gathering and transshipment point of agricultural products and food at the Thu Duc wholesale market to supplement the supply of goods to the city, ensuring the circulation of goods. transparently to consumers on the principle of ensuring safety measures to prevent and control the epidemic.

Assign the People's Committee of District 8 and the People's Committee of Hoc Mon district to urgently coordinate with the Department of Industry and Trade and related units to implement and quickly put into operation the gathering and transshipment points to increase the quantity of goods and agricultural products. Food with reasonable price serving the needs of the people.

Assign Thu Duc City People's Committee to coordinate with Department of Industry and Trade and related units to continue maintaining and organizing activities of gathering and transshipment points for agricultural products and food at Thu Duc wholesale market to ensure safety requirements. epidemic prevention and control.

- Allow the type of food and beverage service business; Postal and telecommunications service providers, office informatics equipment, school supplies and equipment (with business household registration permits) are allowed to operate from 6 am to 6 pm daily in the form of takeaway goods.

Business establishments operating under the "3 on-site" method, only conducting business through online ordering; Shippers who are delivery service providers with technology application (shippers) must ensure safety measures to prevent and control the epidemic.

These establishments must register their business with the district, Thu Duc city to be granted a road permit according to Official Letter 2800/UBND-VX; must ensure that the employee has received at least 1 dose of COVID-19 vaccine and performs a negative rapid test every 2 days according to the application form or the combined sample of 3 people.
