From January 1, 2022, a fine of up to 6 million VND for the act of pledging ID card or chip- based identity card

On December 31, 2021, the Government issued Decree 144/2021/ND-CP stipulating penalties for administrative violations in social security, order and safety; prevention of social evils; fire protection; domestic violence prevention and control.

Specifically, at Point c, Clause 4, Article 10 of Decree 144/2021, as follows:

  • Forge the people's identity paper, people's identity card, chip- based identity card or certificate of identity card number but not being prosecuted for penal liability;
  • Use the people's identity card, people's identity card, citizen identification card or certificate of fake identity card number;
  • Mortgage, pledge or pledge of the people's identity paper, people's identity card and chip- based identity card;
  • Buy, sell, rent, lease identity card, identity card or citizen identification card;
  • Borrow or lend the people's identity paper, people's identity card and chip- based identity card to commit acts contrary to law.

In the past, Decree 167/2013/ND-CP did not mention the fine for mortgaging and mortgaging the identity card (ID card/ chip- based identity card), Decree 144/2021 has specific regulations on this issue.

This Decree takes effect from January 1, 2022.
