From October 1, 4 cases of cars have been warned to register

A notable new point is that there are a number of more cases of vehicles subject to the warning section on the online management software system for vehicle inspection used forThe Vietnam Register (VR) and other registration agencies. including: Vehicles with technical defects, vehicles with traffic violations, vehicles that liquidate inappropriate documents, temporarily imported vehicles for re-export.

Accordingly, a car will be warned for registration if it falls into one of the following cases:

Vehicles with defective or damaged items

Pursuant to Point c, Clause 2, Article 8 of Circular 16/2021/TT-BGTVT, if a motor vehicle has a defective or damaged item, the registration unit will print and send a Notice of defective or damaged item according to the regulations for car owners to repair and overcome.

In case the inspection fails and the Certificate of inspection is not granted, the registration unit must enter the failing content in the warning box of the vehicle failing on the portal of the Vietnam Register. 

The liquidated vehicle has registration information that does not match the actual vehicle.

According to Point a, Clause 6, Article 8 of Circular 16/2021/TT-BGTVT, the liquidated motor vehicle has no information in the database of production, assembly, import and inspection to the registry for inspection. If the inspection results are satisfactory, the unit issues an appointment to return the inspection certificate to the vehicle owner, affixes the inspection stamp to the vehicle, and at the same time conducts verification of the conformity of the vehicle. liquidated motor vehicles on the basis of the vehicle registration database or the vehicle registration agency.

In case the verification content does not match the actual vehicle, the registration unit shall notify the vehicle owner, and at the same time cancel the established vehicle dossier, notify the revocation of the issued inspection stamp and warn on the  Vietnam Register portal.

Vehicles of the organization allowed to be temporarily imported for re-export

Also according to Point b, Clause 6, Article 8 of Circular 16/2021/TT-BGTVT, in case vehicles of organizations are allowed to be temporarily imported for re-export: after making vehicle dossiers, the registration units shall carry out inspection, issue inspection certificates and inspection stamps with a term not exceeding the time limit stated on the vehicle registration certificate, and at the same time send vehicle information to the Vietnam Register to issue warnings on the inspection manager.

Motor vehicle registration units that carry out the first inspection of temporarily imported and re-exported vehicles after the vehicles are transferred to agencies, organizations and individuals in Vietnam must conduct verification of conformit based on the database of vehicle registration or vehicle registration agency and comply with regulations.

Vehicles violating administrative regulations are late for settlement According to Clause 12, Article 80 of Decree No. 100/2019/ND-CP: In case of overdue appointment to settle the violation case recorded in the administrative violation record or written notice of the person with sanctioning competence If the vehicle owner (car, trailer, semi-trailer, special-use motorcycle) has not yet come to the office of the person with sanctioning competence to deal with it, the person with the sanctioning competence shall send a notice to registrar to include vehicle warnings related to administrative violations on the Inspection Management Program.
