On August 21, 2021, the City People's Committee. Ho Chi Minh City has issued an urgent dispatch 2796/UBND-VX, stipulating a number of tasks on strengthening control of groups of subjects allowed to circulate during the implementation of social distancing.

In order to further tighten traffic flow on the road during the implementation of the city-wide social distancing according to Directive No. 16/CT-TTg and the implementation of Official Letter No. 2789/BCD-VX dated August 20, 2021 of the Ho Chi Minh City Steering Committee for COVID-19 Prevention and Control on strengthening a number of measures to implement COVID-19 prevention and control (from August 23, 2021 to September 6, 2020). 2021); The City People's Committee directs as follows:

- From 00h00 on August 23, 2021 to September 6, 2021, all agencies, units and enterprises of the City and the Central Government located in the city will implement the plan 3. on-site or “1 route, 2 destinations” (up to 1/4 of the total number of officers, public servants, public employees and employees of the unit) and must be present at the agency or unit before 00 o'clock on the same day. - The groups of subjects allowed to participate in circulation still comply with Official Letter No. 2718/UBND-VX dated August 15, required to have road permits and identification signs as prescribed. + Temporarily suspending operations in: Thu Duc City and District 08, District 12, Go Vap District, Binh Tan, Binh Thanh, Binh Chanh, Hoc Mon;

+ For the remaining districts and districts: Shipper only operates within the district, does not run inter-district and has its own identification sign as prescribed in Official Dispatch No. 2491/UBND-KT.

In addition, the subjects who are granted road permits include the following cases:

- Member of Steering Committee for disease prevention and control at all levels; forces directly participating in epidemic prevention and control; handling technical infrastructure.

- Cadres, civil servants, public employees and employees of the unit: not more than 10% of the total.

- In other special cases, the Prime Ministers of agencies mentioned in Section 4 are responsible for issuing papers themselves and reporting to the City Police.
