All household registration books expire after 2022

At the end of 2022, household registration books and temporary residence books will be expire after nearly 60 years of playing the role of storing all information related to people's demographics.

1. After December 31, 2022, the household registration book and temporary residence book will expire

The removal of household registration books and temporary residence books received special attention from the public since the new Law on Residence was only a draft. When the Law was promulgated and took effect, many people still did not really understand when to officially abolish the household registration book and temporary residence book.

According to Clause 3, Article 38 of the Law on Residence 2019 (effective from July 1, 2021), then:

- From July 1, 2021:

+ The issued household registration book and temporary residence book can still be used

+ Do not issue new household registration books and temporary residence books

+ Revocation of household registration book and temporary residence book in case of information change.

- From January 1, 2023:

+ All household registration books and temporary residence books are no longer valid.

Thus, household registration books and temporary residence books that have been issued to people will only be used until December 31, 2022. From January 1, 2023, it is time to officially declare the death of these two once very important books. From this point on, people can leave the household registration book, temporary residence book or just keep it as a family souvenir.

2. No household registration book, how to verify residence information?

For nearly 60 years (from 1964 to the end of 2022), household registration book plays an important role in people's lives, as it is a necessary document to carry out many important administrative procedures and transactions, such as: : Procedures for registration of birth, death and marriage registration; Procedures for making red books and transferring land use rights; buy house; confirmation of marital status; Sign a mortgage/bank loan...

This book will only be used in 2022 and will officially expire from the beginning of next year. Many people wonder about when they no longer have the household registration book, what to do when carrying out the above procedures and transactions?

According to the Law on Residence 2019, from the time this Law takes effect, all information related to residence is updated in the Residence Database, connected and shared with the National Database on population.

When people enter household registration, delete household registration, change household registration, register temporary residence, etc., all are updated on the system of the Residency Database, instead of being handwritten in the household registration book and temporary residence book as before.

Decree 37/2021/ND-CP of the Government guiding people can exploit information about their residence in writing request, by messaging service or by accessing the Public Service Portal , Public Service Portal of the Ministry of Public Security.

3. Can chip- based ID be used instead of household registration book?

As soon as it was announced that the household registration book would be abolished, there were many streams of information that said that chip-based citizen identification would be used to replace the household registration book. Citizen ID with chip is said to integrate a lot of information related to people, including information about residence.

Currently, there is no specific document on this issue. However, it is known that only when the databases of ministries, departments and branches are completed and connected to the National Database on Population, only people can use the Citizen Identity Card instead of the family record book.

It means when going to do administrative procedures, people only need to present their chip- based citizen ID card, all information about people's residence will be "scanned" on the card instead of presenting the household registration book as: before.

There is no specific roadmap for this replacement, hopefully when the household registration book is officially abolished in early 2023, people can use chip- based citizen ID card.
