Speaking at the conference, Chairman of Ho Chi Minh City People's Committee Phan Van Mai said: “The view on easing economic recovery in Ho Chi Minh City is based on the principle of safety and flexibility according to the results of epidemic prevention. Safety assessment criteria are based on green card, yellow card based on vaccination results. Along with that, the city also implements the 5K principle and the Government's regulations on safety by industry and activity.

Notably, Ms. Le Thi Huynh Mai, Director of Ho Chi Minh City Department of Planning and Investment, presented 5 viewpoints and principles of opening the city's economy. The first principle, Ho Chi Minh City agreed that the opening must protect the lives and health of people.

The second principle, the city will persevere and drastically prevent the Covid-19 epidemic, as well as ensure harmony with economic activities in the following spirit: "Harmonious interests - Freedom to share", "As safe as it is, open the door, open the door, it must be safe."

The third principle, the city believes that epidemics always exist, there are always adaptive solutions to live healthy and live safely.

The Covid card is a unified and key tool to control subjects during the economic recovery after September 15, 2021, and is issued to individuals who meet all medical and epidemiological requirements. Cards include 2 types: Covid green card and Covid yellow card. The card has a QR code issued from the database system of the Department of Health.

Ho Chi Minh City will open its economy in 3 phases

Phase 1 is expected to last more than 1 month from September 16 to October 31, 2021. Accordingly, individuals and workers with a Covid Green Card can participate in activities (except karaoke, discos, bars, massage, on-site catering services, activities at amusement parks, sports halls, etc.) sports, cinemas, commercial centers.)

For individuals and workers who have a Covid Yellow Card and test negative for Covid-19, these people will be allowed to join a number of specific fields.

Organizations and organizations with 100% employees with Covid Green Cards are allowed to participate in all fields (except karaoke, discos, bars, massage; on-site catering services, activities at amusement parks). entertainment, sports, cinema, commercial center).

Organizations that have 100% employees with a Covid Green Card in the department that has contact with outsiders, have employees with a "Covid Green Card" or "Covid yellow card" in the remaining departments, are allowed to participate in some activities.

Next, phase 2 is expected to last from October 31, 2021 to January 15, 2022. During this period, Ho Chi Minh City will open activities for green card holders, including: commercial centers; sports training center; outdoor recreational activities; catering services are small in scale and ensure the prescribed distance (under 20 people).

Finally, phase 3 is expected to begin after January 15, 2022. Notably, all economic activities will be scheduled to reopen. Particularly for karaoke, discos, bars, massage activities, participants are required to have a Covid Green Card.

In addition, the People's Committee of Ho Chi Minh City also offers solutions to support businesses, including: credit support, support to organize production and business, reduce costs and take care of workers' lives; supporting market expansion, supporting information and training human resources; support from the state budget.
