Fee for issuing chip- mounted Citizen ID from Jan 1st, 2022

Currently, people have a 50% discount on the fee for issuing a chip- mounted Citizen ID until the end of December 31st, 2021.

After that, from January 1, 2022, the fee rates specified in Article 4 of Circular 59/2019/TT-BTC will be re-applied, the specific fee rates will be applied as follows:

- Citizens change from a 9-digit ID card, a 12-digit ID card to a citizen ID card: VND 30,000/citizen ID card.

- Change the citizen ID card when it is damaged and cannot be used; change information about surname, middle name, first name; identifying characteristics; re-determination of gender, hometown; there is an error in the information on the card; upon request: 50,000 VND/Citizen ID card.

- Re-issuance of citizen identity card when losing citizen identity card, return to Vietnamese nationality according to the provisions of the Law on Vietnamese Nationality: VND 70,000/citizen ID card.

In addition, Article 5 of Circular 59/2019/TT-BTC also stipulates the following cases of exemption and non-payment of fees:

1. The following cases will be exempted from fees:

a) Change the citizen's identity card when the State regulates the change of administrative boundaries;

b) Exchange or re-issue citizen identification cards to citizens who are fathers, mothers, wives, husbands and children under 18 years of age of martyrs; war invalids and beneficiaries of policies like war invalids; children under 18 years of age of war invalids and policy beneficiaries like war invalids; sick soldiers; citizens permanently residing in border communes; citizens permanently residing in island districts; ethnic minorities in communes with extremely difficult socio-economic conditions; citizens of poor households as prescribed by law; 

c) Exchange or re-issue citizen identification cards to citizens under 18 years of age, orphans of both parents and helpless.

2. Cases where fees are not required

a) Citizens aged full 14 years or older shall carry out procedures for issuance of citizen identification cards for the first time according to the provisions of Clause 1, Article 19, Clause 2, Article 32 of the Law on Citizenship Identification;

b) Change the citizen's identity card according to the provisions of Article 21 and point a, clause 3, Article 32 of the Law on citizen identification;

c) Change the citizen identification card when there is an error in the information on the citizen identification card due to the fault of the citizen identification management agency.
