What to know about notarizing resumes

Resume is an important personal information statement in academic records or job applications. So, does the resume need to be notarized and where will it be notarized, what documents do I need to bring to the notary area?

According to the provisions of Article 15 of Circular 01/2020/TT-BTP, the personal background declaration is applied to authenticate the signature.

"Signature authentication means that a competent agency or organization as prescribed in this Decree authenticates that the signature in a paper or document is the signature of the person requesting authentication." (according to Clause 3, Article 2 of Decree 23/2015/ND-CP)

Notarization is the fact that a notary of a notarial practice organization certifies the authenticity and legitimacy of a contract, transaction or foreign language translation... (Based on Clause 1, Article 2 of the Law on Notarization 2014).

As such, Curriculum Vitae is only authenticated, not notarized.

Next, where can resumes be authenticated?

Pursuant to Clause 9, Article 2 of Decree 23/2015/ND-CP, a person requesting authentication of curriculum vitae can choose one of the following agencies or organizations:

- District-level Justice Department: The executor is the Head or Deputy of the Division;

- Commune-level People's Committees: The executor is the President or Vice-Chairman;

- Notary office, Notary office: The performer is a Notary Public.

- Diplomatic missions, consular missions and other agencies authorized to perform the consular function of Vietnam abroad: The executor is a diplomatic officer or a consular officer.

The authentication of the signature does not depend on the place of residence of the requester. Therefore, the person who needs to authenticate the curriculum vitae can choose one of the agencies or organizations that have the authority to authenticate in any locality.

What kind of documents do I need to bring when going to authenticate the Resume?

According to Article 24 of Decree 23/2015, the person requesting authentication of the signature of the curriculum vitae must present the following documents:

- The original or a certified true copy of the valid ID card or passport;

- Curriculum vitae.

When authenticating the Curriculum Vitae, the person in charde will check the above documents. Then, the authentication requester signs in front of the authenticator and performs the authentication as follows:

- Fill in all the testimonials to authenticate the signature according to the prescribed form;

- Sign, clearly write the full name and seal of the agency or organization performing the authentication and record it in the authentication book.

For papers and documents with 02 pages or more, the testimonies must be recorded on the last page; if papers and documents have 02 or more pages, they must be sealed with a cross-border seal.

In case of signature authentication at the section receiving and returning results according to the one-stop-shop mechanism, the receiving officer shall check the documents. If the authentication conditions are satisfied, request the requester to authenticated, sign the documents to be authenticated and transfer them to the person authorized to sign for authentication.

Regarding the time limit for settlement: Article 7 of Decree 23/2015 stipulates that it must be guaranteed right on the day of receiving the request or in the next working day, if the request is received after 15 hours. The fee for signature authentication is 10,000 VND/case (according to Article 4 of Circular No. 226/2016/TT-BTC).
