Vietnam Social Insurance promulgates Decision No. 811/QD-BHXH, amending and supplementing Clause 3, Article 3 of the process of collecting social insurance (social insurance), health insurance (health insurance), unemployment insurance, occupational accident and occupational disease insurance; manage social insurance books and health insurance cards issued together with Decision No. 595/QD-BHXH dated 14/4/2017 of Vietnam Social Insurance. In order to organize the effective implementation and create favorable conditions for participants, the Vietnam Social Security Administration guides as follows:

Firstly, people participating in health insurance when they go to work, study, travel... in other localities lose their health insurance cards or their health insurance cards are torn, torn, damaged, etc., and need to re-issue or change their health insurance cards (unchanged). information) for medical examination and treatment, the provincial and district social insurance agencies guide people to use smart mobile devices to install the VssID application and use the health insurance card image on this application to provide medical examination and treatment with health insurance. do not issue and exchange paper health insurance cards.

Secondly, in case people participating in health insurance do not use smart mobile devices, the social insurance agency at the provincial and district levels shall re-issue and change the paper health insurance card according to the form of health insurance card issued in Decision No. 1666/QD- Social insurance dated December 3, 2020 of Vietnam Social Security. The time limit for settlement is within the day upon receipt of complete dossiers as prescribed.

Thus, participants of health insurance can use the image of the health insurance card on the VssID application instead of the paper health insurance card to go to medical care anywhere, anytime without having to worry about delaying the medical examination when unfortunately the health insurance card is damaged or lost like the previous paper card. In case, if the paper health insurance card is lost or damaged without using a smartphone, the insured person can go to the nearest social insurance agency to carry out procedures to change the card (without changing information), regardless of geographical location.
