Supporting and developing businesses in term 2021-2025

The Ministry of Planning and Investment said that from the beginning of 2020, production and business activities of enterprises were seriously affected by the COVID-19 epidemic. Although businesses have been making great efforts to overcome difficulties, difficulties and challenges are increasingly piling up due to the inherent limitations of the business sector and negative impacts from disease.

Over the past time, the Government and Prime Minister have promptly issued many policies and solutions to support and remove difficulties for production and business affected by the COVID-19 epidemic. It must be mentioned that Decree No. Decision No. 105/NQ-CP dated 9/9/2021 on supporting businesses, cooperatives and household business are highly appreciated by domestic and foreign business community. However, the consequences of COVID-19  will be longer and more serious  if the business sector does not respond promptly.

Therefore, besides short-term support solutions, it is also necessary to prepare solutions to support in the medium and long term, create a foundation for adapting to the new situation and restore production activities quickly, create breakthrough momentum, contribute to achieving the socio-economic development goals set by the Party and State in term 2021-2025. Thus, it is really necessary to develop the Government's Resolution on supporting and developing businesses in term 2021-2025.

In order to achieve those goals, the draft Resolution proposes 8 main groups of tasks and solutions as follows:

1. Group of tasks and solutions to promote the improvement of a favorable, transparent and fair investment and business environment for enterprises of all developed economic sectors.

2. Group of task and solutions to stimulate domestic demand, promoting expansion of domestic and international markets.

3. Group of task and solutions on support to increase access to finance.

4. Group of tasks and solutions to support enterprises in digital transformation and innovation.

5. Group of tasks and solutions to support the development of quality human resources for enterprises; training, consulting to improve skills, change labor professions, new business fields.

6. Group of tasks and solutions to strengthen business linkages and participating in value chains.

7. A group of tasks and solutions to support recovery and encourage business development, especially large-scale enterprises, have a leading role in a number of key economic sectors.

8. Group of tasks and solutions to improve operational efficiency and exploit the space of the state-owned enterprise sector.
