On August 23, 2021, the Ministry of Labor, Invalids and Social Affairs issued Official Letter 2805/LDTBXH-BTXH on emergency support for shelters for vagabonds, homeless, and people without temporary accommodation during the period of social distancing according to Direction 16/CT-TTg.

Due to social distancing according to Directive No. 15/CT-TTg, Directive No. 16/CT-TTg  of the Prime Minister, many workers lost their jobs, have no income, no place to live leading to missed opportunities, wandering, sheltering on sidewalks, under bridges, docks, bus stations, construction sites... not ensuring saety to prevent epidemics, social disorder festival. Among these, there is a part of elderly people, people with disabilities, children (according to parents).

Everyday, they live mainly on food and drink provided by charity from organizations and individuals. In order to ensure the safe life for all people and social order and safety, the Ministry of Labor, War Invalids and Social Affairs proposes to chairpersons of People's Committees of provinces and centrally run cities to relax social distancing according to Directive No. 15/CT-TTg, Directive No. 16/CT-TTg  of the Prime Minister directing the Department of Labor, War Invalids and Social Affairs to coordinate with relevant departments, agencies and sectors to implement a the following number of contents:

1. Strengthen inspection and review of vagrants, homeless people, temporary shelters at roadsides, under bridges, piers, bus stations, construction sites and living in public places to take measures to support timely and appropriate support.

2. Review dormitories, schools, establishments, and other public-utility housing areas that are suitable and can be arranged to welcome vagrants and homeless people in the area to temporarily live in, ensuring the principles epidemic prevention and control of the health sector; mobilize the owners of motels, inns and landlords to exempt or reduce rents for tenants so that people can stay at home to avoid the epidemic.

3. Settle the policy of supporting the vagabond and homeless according to the Government's Resolution No. 68/NQ-CP and the Prime Minister's Decision No. 23/2021/QD-TTg and appropriate support policies. other. Organize the mobilization and mobilization of the community to support and provide food, food and essential necessities for the homeless and homeless to ensure that no one is hungry or has no place to live; at the same time, taking measures to prevent and control the Covid-19 epidemic in accordance with the regulations of the Ministry of Health and local authorities.

4. Set up hotlines at commune, district, and provincial levels and at social work centers and other social facilities to support vagrants and needy people in the area.

The Ministry of Labor, War Invalids and Social Affairs requests the People's Committees of the provinces and centrally-run cities to direct relevant departments, agencies and sectors to implement the above contents.
