How is Covid 19 victim isolated at home?

Currently, Covid-19 cases is increasing day by day in Vietnam, causing many people to think "sooner or later, it will become F0". This led to a fact that so many F0 people walk around without making medical declarations and medical isolation. How is Covid 19 victim isolated at home?

Covid 19 victim is not allowed to leave the room

According to Decision 261/QD-BYT, only Covid 19 victims with no symptoms such as fever, dry cough, sore throat, stuffy nose, fatigue, headache, muscle aches, loss of smell, no taste, no abnormal breathing, no underlying disease... and able to take care of themselves can be isolated at home in condition that they ask the medical authorities.

Thus, according to current regulations, when treating at home, F0 must perform medical isolation. Pursuant to Official Letter No. 8728/SYT-NVY, F0 must strictly comply with the following regulations after home isolation:

- Do not arbitrarily leave the isolation room during the isolation.

- Do not share items (bowls, chopsticks, towels, toothbrushes...) with other people.

- Do not eat or drink with other people.

- Do not come into close contact with other people or pets.

How is F0 not doing home isolation?

According to Decision 219/QD-BYT, the Ministry of Health has listed Covid-19 on the list of group A infectious diseases. If F0 knows that they are infected with Covid-19 does not carry out home isolation, they may be subject to the following fines:

Administrative fines up to 20 million VND

Pursuant to Point b, Clause 2, Article 11 of Decree 117/2020/ND-CP, anyone who has Covid-19 but refuses or evades isolation will be fined from 15 to 20 million VND. Thus, if you know you have Covid-19 but F0 still walks normally, does not perform isolation and treatment at home, you may be subject to an administrative fine of up to 20 million VND.

Imprisonment up to 12 years

Pursuant to Article 1 of Official Letter 45/TANDTC-PC, if F0 fails to comply with regulations on isolation and transmission of Covid-19 disease to others, it will be considered to have engaged in "another act of spreading dangerous diseases to others" at Point c, Clause 1, Article 240 of the Penal Code on the crime of spreading infectious diseases to humans.

In this case, F0 violators will be fined from 50-200 million dong or imprisoned from 01 to 05 years. If the case is more serious, F0 violating the isolation regulations may be fined as follows:

- Imprisonment from 5 to 10 years: Causing death or causing the Chairman of the People's Committee of the province or the Minister of Health to announce the epidemic.

- Imprisonment from 10 to 12 years: Causing the Prime Minister to announce the epidemic or killing 02 or more people.
