In case the household registration book is lost, when wanting to make a chip- based citizen card, citizens need to carry out the procedures to request a re-issue of the household registration book according to regulations.

According to Article 22 of the Law on chip- based citizen card 2014, guided by Article 12 of Circular 07/2016/TT-BCA (amended by Circular 40/2019/TT-BCA):

When receiving dossiers for making chip- based citizen card, if the National Population Database has not been put into operation, citizens are required to present their household registration number. In case the information on the household registration number is incomplete or inconsistent with the citizen's information declared on the citizen's identity declaration, the citizen is requested to present the old birth certificate, identity card or other legal papers. other information to be recorded in the Declaration of Citizenship;

At the present time, although the National Database on Population has been opened, the database has not been fully updated. Therefore, when going to work for a citizen ID with a chip, the identification agency still informs people that they must bring their household registration book.

When there is a notification from the competent authority that the database has been completed, people do not need to carry the household registration book.

In case the household registration book is lost and want to apply for a chip- based citizen card, the citizen needs to carry out the procedures to request the re-grant of the household registration book according to the provisions of Clause 2, Article 10 of Circular 35/2014/TT-BCA.

People in central-affiliated cities shall submit dossiers at district, district and town police offices; For provinces, the dossiers must be submitted at the Police Department of communes and townships of the district, and the Police of the provincial towns and cities.

Dossier for re-issuance of household registration book includes: Notice of change of household registration or household registration (This form is issued when the citizen goes to the police to request the re-issue of household registration book). In case of re-issuance of household registration book in a city or town of a province and a district, town or city under central authority, it must be certified by the police of the commune, ward or township where he/she permanently resides on the notice of change household registration, demographics.
