Accordingly, in the process of implementing the Law-making Program for the 15th National Assembly term, it should be noted:

- The formulation and promulgation of laws must be cautious at each stage, set high requirements on quality which means that it does not follow the quantity, must closely and promptly meet the requirements of reality. Issues which are mature, clear, proven by practice, with high unity, then the law is formulated and promulgated; Although urgent and necessary issues, but new issues, have not yet reached a high consensus, pilot implementation can be prescribed. In the immediate future, the development of law projects with complex contents has not been implemented, there are many different opinions, it is necessary to spend more time studying carefully and carefully.

- Focusing on perfecting the legal system fully, synchronously, uniformly, timely, feasibly, stably, open, transparently and internationally competitive; taking the legitimate rights and interests of people and businesses as the focus;  strengthening supervision and controlling over the exercise of state power; promoting innovation; Immediately overcoming the unstable legal documents, "unclear law", promulgating detailed regulations and guiding documents late. At the same time, it must be tightening discipline, promoting responsibility, especially the leader in law-making; anti-negative right in the law-making work, not to be influenced or influenced by the unhealthy behavior of any organization or individual, not to let the situation of "group interests" be integrated, local interests of state management agencies in legal documents.

- Keeping the innovation methods, improving operational efficiency of the National Assembly; increasing the initiative of agencies of the National Assembly and National Assembly deputies in legislative work, supervision of the law implementation ; promoting the dynamism, positivity, role, sense of responsibility of the subjects, especially the Government in the legislative process; ensuring close coordination between agencies in the process of summarizing, formulating policies, drafting, collecting opinions, absorbing, revising and passing laws; increasing the attraction of experts, scientists, and practitioners with experience, in-depth professional knowledge, fairness and objectivity, for the sake of the national and ethnic interests, to participate in law-making.

- Promoting the role of the People, the Vietnam Fatherland Front and its member organizations in improving the quality of social criticism work on the legislative process and supervising the implementation of the law; focusing on bravery, political consciousness, not being influenced or influenced by the unhealthy behavior of any organization or individual in the process of social supervision and criticism.

- Consolidating and improving the quality of law-making staff; having an appropriate mechanism to secure and strengthen investment resources, renew the mechanism of allocation and effective use of funding for law enforcement and construction.
