Recently, the National Assembly passed Resolution 34/2021/QH15 on the State budget estimate in 2022 with numerous significant contents.

Specifically, according to the Resolution of the National Assembly officially delaying the implementation of the salary policy reform specified in Clause 3, Article 4 of the National Assembly's Resolution 23/2021/QH15; prioritizing pension adjustment for people who retire before 1995.

Since wage reform has not yet been implemented, the 2022 salary of the state sector group will still follow the current base salary with the following formula:

Salary = Salary coefficient  x  Base salary in 2022

In which, the base salary in 2022 will be  1.49 million/month, this salary will be implemented from July 1, 2019 to present.

In addition, continue to implement regulations on creating sources of salary policy reform to accumulate resources to implement salary policy reform at an appropriate time.

In addition, it is allowed to continue to exclude some revenues when calculating the increase in local budget revenue compared to the estimate for salary policy reform, including:

- Collecting one-time land rent advanced by investors for compensation and ground clearance and collected from handling public property at agencies, organizations and units decided to use by competent authorities to pay expenses. investment in accordance with regulations;

- Collecting money for the protection and development of rice land;

- Entrance fees to world heritage sites and monuments; fees for using infrastructure works, service works and public utilities in the border gate area;

- Environmental protection fee for mineral exploitation;

- Environmental protection fee for wastewater;

- Collecting from the public land fund, collecting yields and public property in the commune and collecting rent, lease purchase and sale of state-owned houses.

The resolution was passed on November 13, 2021.
