Ministry of Health has signed a directive on strengthening measures to prevent Covid-19

Ministry of Health issues directive 21/CT-BYT on October 1, 2020 to strengthen measures to prevent Co-vid 19.

To prevent current outbreak of Coronavirus (Co-vid 19) in the upcoming time, Ministry of Health has risgned a directive:

1. Director of Departments of Health of provinces and cities of center- government, Chief officer of agencies involved in Ministry of Health has followed exactly the guide and requirement of the Prime Minister through telegraph No.1300/CĐ-TTg on Septembern 24, 2020. Keep consulting for provincial Party Committee, Municipal People's Committee, People's council has launched methods to prevent, avoid and directly supervise as well as execute preventive methods effectivily following the guideline of National Steering Committee, Ministry of Health and relating ministry or department.

2. To medical examination and treatment centre

- The head of a medical examination and treatment centre will be directly in charge of the treatment and prevention at health care centre; definitely avoid the infection  in health care centre.

- Issuing standard for safe hospital in preventing Co-vid 19 and infection; ensuring health check-ups and treatment; frequent updating the execution of safe hospital through technique application following the guideline from Ministry of Health.

- Seriously screening, sorting out and clarifying and controlling patients coming to do check-up, patients comming to prevent the infection in hospital, patients; carefully ensuring infection control prevent at hospital, especially at department for  Critically ill patients; ensuring waste management and environmental hygiene 

- Testing for Co-vid 19 following the regulation; testing patients who have one of symptoms of covid 19; testing criticially ill patients, patients in emergency department, artificial kidney, active resuscitation; testing for staffs in these departments to prevent infection to patients.

- All healthcare workers, patients or patient's relative coming to take care them need to install an app if having smartphone to check their travel schedule; sorting patients into priority categories. Apply information technology in registing health check-up schedule, health consultancy or remote medical examination.

- Caring comprehensive health for the patients in hospitals as well as giving solutions to ensure the safety for criticially ill people such as the old, people having chronic illness, disabled people, etc. Limiting the patient's relative to visit them; follow the individual prevention and control measures in accordance with the regulation of Ministry of Health when necessary.

- Professional training about prevention Co-vid 19 for healthcare workers, especially in reception patients suspected to get coronavirus, preventing infection for healthcare workers and healthcare centre or technical centre using ventilator

- Fully preparing medicines, equipments and supplies to get ready for recepting patients that adapts to the pandemic circumstance. Fully preparing solutions for any bad cases, rehearsing for the real cases.

- Planning to check and observe daily all the safety solutions in prevention the pandemic at departments, room and the whole hospital; simultaneously having the action plan to any group or individuals who break the rules.

3. To back-up healthcare centre:

- Strictly implementing at border gates, asking people who travels to this country to confirm Health Declaration; Recommending people to install Bluezone app to supervise user's schedule; notice promptly suspect cases; sorting cases who need to be isolated right at border gate; update the health status of people travelling in this country during the isolation time.

- Boosting up the supervision and recognization suspected cases in the community; localizing infection area and isolating completely to avoid the spread of the pandemic.

- Testing patients and suspected patients based on pandemic phases, prioritized group; Having a suitable sample- pooling method; transfering samples to other departments for prompt supervision and isolation as well as ensure the quality of testing result, biological safety and human resource saving.

- Checking, verifying and assessing and dealing with disease areas as well as supporting the downlines if nescessary; rehearsing and training prevention solution of the Co-vid 19 for healthcare workers about reporting, observing, sampling, preserving, transferring and testing.

- Advertising, educating about healthcare in the virus season; spreading the five "donts" (5K) and using tracking app or medical declaration app.

4. To Provincial Health Department or City Health Dept- asking local government to support human resouces and implementing the "Four at Local" when the pandemic happens.

- To concerned department, we need to frequently check and supervise the prevention in the new case; To other offices, schools or nearby places, we need to have strict solutions if having violations.

- Managing, observing and supervising strictly the people travelling in this country, testing for them and absolutely avoiding prevention in isolation center or beyond isolation center; especially, when isolating in centers, hotels or other isolation centers not relating to  Military's isolation camps. Handling with untruthful cases or not isolating correctly.

- Building and preparing enough medicines, equipments or supplies to support healthcare centres.

- Guiding and leading the under units to fully follow labor safety policy, allowance policy in accordance with current regulation.

5. To Research Institues:

- Reviewing and consulting professional and technical measures for COVID-19 prevention in accordance with the disease status and technical progress of countries around the world; guiding and supervising localities in implementing professional and technical instructions as prescribed.

- Continue to support localities and offices in building, evaluating and recognizing, confirming testing capacity; quickly increasing testing productivity to determine SARS-CoV-2 when necessary; recommend to use bio-products according to the situation and evaluate the effectiveness of sample pooling based on the guidance of the Ministry of Health.

-  Keep researching, inventing vaccine for preventing Co-vid 19; Find out testing methods to screening, indentifying SARS-CoV-2; cooperating with countries that already have COVID-19 trial vaccine.
